Burt, Stephen 00:17

[Anglais]

Strome, Elissa (via Kinsman, Alison) 27:21

Hall, Dawn 40:52

Oui, quatre au maximum.

Levene, Mark 40:55

Les organismes à but non lucratif peuvent-ils postuler ?

Macdonald, Jonathan 40:59

Macdonald, Jonathan 44:06

Oui, ils peuvent participer.

Hall, Dawn 50:59

Oui, les individus provenant d’entreprises à but lucratif peuvent postuler.

Merci beaucoup.

Burt, Stephen 00:17

My name is Stephen Burt. I'm the Chief Data Officer of Canada and my teams and I are the ones responsible for setting strategy and policy support for the responsible adoption of AI across the Government of Canada. This includes the recently published AI strategy for the Federal public service, as well as our foundational policy instrument, the Directive on Automated Decision Making.

I am joining you today from the traditional and unceded territory of the Algonquin, Anishinaabe people. I recognise that we all work in different places around this world and that you may be working in a different Indigenous traditional territory. I encourage you to take a moment to think about the landholders in your traditional territory.

It is a privilege to welcome you to the launch of the G7 GovAI Grand Challenge, an ambitious initiative designed to harness the power of artificial intelligence to solve some of the most pressing challenges facing governments today.

In this session you will learn more about the challenge, which runs from today the 17th of November through to December 1st, 2025. The challenge offers up to $100,000 Canadian dollars in total funding to recognise practical, scalable AI solutions. Today we are going to run through all the details and outline how you can get support during the event.

A few operational issues though to note before we begin, first we are recording this event and we'll be posting it online so that those that cannot attend in real time will be able to get the information when they are available.

Your cameras and microphones are disabled. If you have questions, I would ask you to please use the Q&A button at the top of the Teams event on your screen. At the end of the event, we will answer the most popular questions, so please also make sure to upvote the questions of greatest interest to you.

The majority of this meeting is likely to be in English. We will, however, be providing transcripts in French as well as other G7 languages after the session.

[Translated from French]
Please feel free to ask questions you have in the Q&A section in English or French, and we’ll respond in the language you use.

We stand at a pivotal moment in history. AI is not just transforming industries— it’s reshaping how governments serve their citizens. From streamlining public services to enhancing policy decisions, to improving our efficiency, the potential is vast. But realizing that potential requires more than technology. It demands collaboration and a responsible approach. That’s why we’re launching the Rapid Solution Labs – the core of the G7 GovAI Grand Challenge. The Labs are open to innovators, researchers, and technologists from across the G7 and EU countries. We believe that the best solutions emerge when diverse minds come together—across borders, disciplines, and sectors.

These labs are platforms for co-creation, for building bridges between public institutions and the global AI community.

[English]

Today we unveil the 4 problem areas, developed with colleagues from governments across Canada and the G7 and EU.
These are real world problems that the government is facing. And we’re handing them over to you.

You have 2 weeks to tackle these issues – from how we navigate the complexity of our rules and processes to how we allocate our resources.
We invite you to bring your boldest ideas your sharpest skills and your collaborative spirit. In the next two hours, the team here will provide an overview of the challenge, including the problem statements and judging criteria. We will then touch on some logistics, such as timelines, how to get help during the two weeks and the funding opportunity again up to $100,000 Canadian dollars in total funding to be awarded. We will also have the pleasure of hearing from our keynote speaker, Dr. Elissa Strome and we will wrap up by addressing some of the questions you have asked in the team's Q&A section.

Without further ado, I'm pleased to introduce team members here Jonathan MacDonald and Dawn Hall. Jonathan and Dawn are at the heart of the team organising the Grand Challenge and they're here today to tell you more about the problem statements, judging approach and logistics. With that over to you, Jonathan and Dawn.

Macdonald, Jonathan 5:21

Thank you very much, Stephen. I really appreciate you opening the session up. So before we begin, I just want to cover off a little more housekeeping. So as Stephen mentioned, we recognise that there is participation from across the globe and and so again now you're going to see materials on screen in English.

And while it won't be posted, we can get you a copy, should you reach out to us through the GovAI website or e-mail address. But in lieu of the presentation, I will say that all of the information being covered here is available through the Gov AI website and so that would be your first and best spot for all the most up to date information.

Over the next two hours, we're going to discuss the challenge itself, the problem statements, how the judging will work, the funding structure, time frames and some supporting cover for participants. Once we explain all the details, we'll then turn to our keynote speaker, who is from the Canadian Institute for Advanced Research or CIFAR, and then open it up to process questions. So for any detailed questions about the problem statements or potential solutions or datasets, we have two other sessions this week that are intended to get into some of those issues. For the Q&A session here, we would like to keep it as procedural. So if that sounds good, we'll dig in and starting on the next slide.

So the Gov AI Grand Challenge to give you a little more context before we unveil the Problem Statements themselves. As Stephen mentioned, this is about bringing teams together to innovate and to accelerate responsible AI adoption in the public sector.

And why? Because G7 governments across the globe, our operating environment has never been so complex. New technologies are coming online that are levelling up what's expected to accomplish and how we can accomplish it.

Governments across the world are focusing huge amounts of effort and resources on AI and it is also growing more politically charged every day. And if you take AI out of the picture for a moment, there are constellations of policy and legal considerations across service lines that are more and more integrated. Information and data has never been so abundant, there is little tolerance for delays and there is zero tolerance for errors. So here we are at the beginning of a pretty interesting adventure and moving into this environment of relatively uncharted lands in the public sector and so as with any good adventure, we want to bring partners like you with us.

So the rapid solution labs themselves, we've structured 4 concurrent labs, each one tackling a real world challenge. I like to think of it as a speed dating for innovation. It's quick, it's focused and it hopefully leads to a long-term relationship with some positive outcomes. But it does take work and here's something important, the four problem statements you'll see weren't picked out of thin air. They were initially crafted over the summer and into the fall in collaboration with federal, provincial, territorial and municipal partners here in Canada. This group worked hard to create a short list of the most pressing issues and then brought this list to a network of G7 participants that was established to steer this overall effort. This is called the GAIN, or the G7 AI Network, who then finalised the four statements that you'll see today.

These problems represent real wicked challenges faced across governments globally and will be the focus of the rapid solution labs. So, let's see them next slide please.

So this is the first statement, so public servants must manage high volumes of information, often manually. As I mentioned, information is abundant and it's the lifeblood of what we do in the public sector as knowledge workers. So this isn't about or just about reducing paperwork, it's about maximising time, accuracy and decision making. If you can imagine a policy analyst spending hours combing through hundreds of pages or digging through a trove of unstructured information and legacy repositories to find a responsive record for a Freedom of Information request or to support a policy decision, and this happens every day and this is time lost opportunities delayed. So some ideas for solutions here could include tools that ingest unstructured documents, categorise them, identify themes or enable semantic search or generating summaries.

But if you think of the impact faster responses during emergencies, better informed decisions reduce wait times for clients looking for service and selfishly eliminating a point of friction in the day-to-day working life of public servants. Next statement please.

Statement 2. Another prevalent issue we face and that is navigating laws, regulations and policies. It can feel like decoding an ancient scroll with hard to read and harder to interpret guidance. So this is only more challenging as we integrate government programming across departmental lines and territorial jurisdictions.

So laws, policies and regulations, there are thousands of them, and they're complex. They're complex for employees, and they're complex for clients and navigating can be overwhelming. And the result we see is clear. We see inconsistent application of rules. We see delays and frustration. So in this space, a predictive tool that identifies and interprets a relevant rule set for any given case could transform this experience. Of course, these suggestions aren't directive, they are just idea generators. But if you can imagine a frontline worker instantly acknowledging which rules apply. There's less cognitive load. There's more confidence, there's faster and better service delivery. There's benefits across the board.

Statement 3. So for this one, governments have processes that are often complex, it can be challenging to accurately predict future needs and efficiently allocate resources. So predicting the future is tough. But if Netflix can reliably, guess my future programming binges, then I'm sure that we can forecast government's infrastructure and resource needs. The problem statement reflects the fact that resource allocation is one of government's toughest puzzles. Predicting future needs isn't about just budgets and capacity and supplies. But it's also about people's lives. And when I think of this kind of prediction, my mind is drawn towards disaster responses. If we can participate or anticipate infrastructure deteriorating or population shifts or other key data elements, then we could allocate resources before crisis hits.
Solutions may use in this space, open data sets or real time data like weather or traffic. There's predictive analysis potential to prioritise and determine where resources can be directed and improve and improve resilience.

And the last statement: clients have a wide variety of communication needs and interactions with the government can be challenging, frustrating, and exacerbate existing barriers. So government communication should be accessible to everyone. If your solution can make bureaucracy feel like a friendly chat, then you're on the right track. Accessibility and communications is non-negotiable. Government interaction should never feel like a barrier. People have diverse languages, cultures and abilities, and our system needs to reflect that. So if you will imagine a tool that helps clients fill out forms or explain responses, draft emails or prepare for meetings in their preferred language and format or customised to their particular abilities.
This is about dignity and inclusion and making sure everybody can access services and thrive without frustration.

So that is a brief overview of the statements themselves. I will pass it over to Dawn now who can discuss some of the mechanics of the challenge.

Hall, Dawn 13:50

Great. Thank you so much, Jonathan, for bringing us those exciting problem statements. I'll spend a bit of time now discussing who can participate, how to apply and how your AI submission will be judged. Next slide please.

So starting out with who can participate. All legal residents of G7 countries and the European Union are eligible to apply. This includes individuals from the different sectors listed here, and you don't have to apply as an individual. You can also join as a team of up to four participants. The one exception here is that if you're a federal public servant for the Government of Canada, you can participate, but you're not eligible to receive funding.

Next slide, please. So you're here. You're likely interested in how to apply. Well, our application portal opened just a few minutes ago. The links are pasted here in the Q&A section, so make sure you go check them out. What you'll need to do is fill out the application form with some details on. As a participant, so yourself and your team, if you decide to enter as a team. As well, details on the proposed solution. Now, these details that we're asking for are directly aligned to the judging criteria, which I'll go into some detail next.

There's word limits for each response, and we've also requested that you provide a 5 minute - no longer than 5-minute - video on how your AI solution works. So you need this video to clearly demonstrate the product in action.
We're looking for a minimum viable product or MVP, not only an idea. So what we're looking for here is to see an actual AI solution to the problems that you've just heard about. As I mentioned, they should be no more than 5 minutes long. And we've asked that you post them as unedited URLs, share them with us as an unedited URL from an unlisted link on YouTube. There's also an optional link to a GitHub repository, but again that's optional and will be used to help the judges assess some of the different criteria.

Then, after you've provided that information, you'll need to provide a short acknowledgement and acceptance of the terms and conditions in the participant guide. And we have shared the link in the chat for the participant guide. This talks about really important issues such as: conflict of interest, privacy, intellectual property and licencing and the code of conduct which goes through the appropriate behaviours that we're expecting throughout the challenge when you're interacting with us on any platform, whether it's Discord or our e-mail inbox or when you're talking to other participants.

You also need to agree on some of the conditions such as not being a public servant for the Government of Canada. A couple other logistical pieces, people that are submitting solutions must be at least 18 years of age, or if you're younger, have a non-participating guardian submit the application form on your behalf. The submission can be in French or English and really encourage you to make sure that you're adhering to the word limits and the time limit for the video, or else you will be disqualified. You have two weeks from today until 3:00 PM Eastern Time on December 1st.

Next slide please.

So then you've decided to submit your AI solution. We're super jazzed about this. That's great. So what I'm going to do now is go through an overview of how your solution will be assessed. The first thing that happens is a pre-screening phase.
For this, what we're doing is making sure that the solutions considered bias and data protection and meet minimum quality standards. This then goes through a long list to a judging phase, and this is an interdisciplinary panel of AI experts.

Now you can see the six different judging criteria here on your screen. The 1st is impact and social good. This is really looking at whether the AI solution has the potential to bring positive benefits to clients and to society. As well, have you included and considered AI principles in your development? And when I say AI principles, I mean responsible AI principles in your development.

The next judging criteria is interoperability. We're working here with a large number of governments and we want to make sure that these solutions can be used and shared by the different governments and that the outputs of the work can actually be in effect and work within the existing systems or processes. Explainability is the next one. So can you explain the outputs or the decisions? That are being made by the system. Do you know how the system works? Scalability is the next criteria, so again, this is something that we're really looking at. We don't want to be duplicating effort. So can the solution be expanded? Can there be additional features be added? And can you support future growth to serve more clients, users, regions or use cases?

Finally, accessibility. This is the 5th but very important judging criteria. So is the solution accessible for persons with disabilities or different literacy levels?
And finally, usability is the system usable. Does it work? And to what extent are human centred design principles incorporated, and now I'll pass it back over to Jonathan to go over the funding.

Macdonald, Jonathan 19:58

Thank you, Dawn. So funding on slide 15, you will see that there is up to $100,000 Canadian dollars in funding that is available and this includes 2 categories for youth. So yes, innovation pays and I'll break it down. So regardless of what rapid solution lab you've participated in, either one or many solutions will be assessed by Country. Canadian, UK, Germany, Japan, France, Italy, US plus, the European Union and that's that's eight.
Top solutions from each of these countries will receive up to $10,000 Canadian dollars. Only the top solution is eligible for funding. There are also two youth categories. One age bracket is from 13 to 17 and another spans 18 to 29.
The age of the eldest team member determines the team's age category eligibility. So for example, a team with members aged 14, 17, 20 and 25, they'll be placed in the 18 to 29 category. For any team that has a member aged 30 or older, they are not eligible for the youth categories. And for further clarity, age is determined by the age and then individual has or will turn in 2025.

So either as an individual, as a team, you can apply, each team will have a primary contact. So for teams made of participants from different countries, the country of residence of the primary contact determines the country category of the team. And remember that solutions are judged by country. And now I think with that we'll go back to Dawn for some timelines.

Hall, Dawn 22:00

Great. Thank you very much. So today was launch day. We're here, it's fantastic and now we're very excited for you to be here for the next few weeks with us as well. To support your innovation and keep momentum we have 3 virtual events over the next two weeks. This is the first, the next one is on Wednesday this week, so Wednesday, November 19th. For that session, we've invited experts from governments to speak about AI systems the governments have developed as well as the different problem statements and data to help with context as we realise that not everyone is familiar with government processes.
The final live virtual event is next Tuesday, November 25th, and that is an Ask Me Anything session. Essentially, experts from government will be on standby to answer your questions. We're going to be answering questions from our Ask Me Anything channel in Discord as well, we're going to have live audience votes ah live audience questions, which can be upvoted.

Next slide, please.

And that's just the next two weeks. So after the submissions close on December 1st, pre-screening begins and that happens throughout the month of December. The pre-screeners then provide a long list to the judges and in January there's two phases of judging review. The first phase is when all remaining submissions are reviewed by one judge. Each judge then chooses their top five submissions and as much as possible judges will be from the same country that the submission is from. Those top submissions will then go to a small group of three judges, so again we're going to try to have two judges from the same country as the submission plus one additional judge from a different country.
Early February, there will be some judging deliberation and then the funding recipients will be notified. The people that have been chosen for the funding, then will have some time to further develop the presentation for the showcase.
In early March is our showcase day. This is again a live virtual presentation to a panel of experts.

Next slide please.

So throughout this time in the next couple months, we are here to support you. So next slide, please. In addition to the events that I just mentioned, we have our Discord server. The Discord server is live, the link has been shared in the Q&A section. So what we want Discord to be is a place for you to connect, collaborate, and interact. It's meant for participant to participant support, where you can find teammates, chat on each of the different problem statements and put in your questions for the November 25th session. Our team will be keeping an eye on the question area and we will try to respond to the questions that are most popular and that everyone is asking. However, we're using an automated moderation tool to maintain a respectful and safe environment, but there will be no live human moderators, so participants are expected to follow the Community guidelines and engage responsibly. Check out the rules section as well as the participant guide to find out more about the expectations for the Code of Conduct.

Next slide please.

As well, if you have questions, you can reach out to our team through the e-mail address that you can see here. We'll coordinate to get back to you with a response as soon as possible. When I say coordinate, I mean we'll reach out to mentors who we have on hand and that we've been working with to try to give you the answers that you need and we'll try to do that within two days. However, some questions could be more complex and it could take a bit longer.

Next slide, please.

So, speaking of questions, we'll have some time at the end to address the ones that you have today. So start writing these down in the Q&A section on teams. I see there's already a few there, so that's fantastic. And then we'll move to the next slide because I'm now pleased to introduce our keynote speaker, Dr. Elissa Strome. Dr. Strome is the Executive Director of the Pan Canadian AI strategy at the Canadian Institute for Advanced Research or CIFAR. Dr Strome is working to advance Canada's leadership in AI research, training and innovation, including collaborating with the leaders at Canada's National AI Institute. Dr. Strome has a PhD in neuroscience from the University of British Columbia. She is a champion for equity, diversity and inclusion in science and an ambassador for Canada's position in AI research, innovation and policy internationally. Please note that Dr. Strome won't appear on the screen, however, you'll see her slides and hear her voice.
And without further ado, we'll turn it over to Dr. Strome.

Strome, Elissa (via Kinsman, Alison) 27:21

Hello, everyone. My name is Elissa Strome, and I'm the Executive Director of the Pan Canadian AI strategy. I often say that I have the best job in Canada, and so I'm really excited to be here with you today to share a little bit about research in AI in Canada, why it matters and how it's being applied to address important questions facing society.

So in Canada, we're really, really fortunate to have one of the world's richest AI research ecosystems. And in 2017, we were the first country to announce a national AI strategy. Through that strategy, we established 3 national AI institutes, and these are AMII in Edmonton, Mila in Montreal and the Vector Institute in Toronto. And all three AI institutes work closely with me and my team at CIFAR.

The four organisations work together to really deliver on Canada's opportunity around AI research, talent, training and innovation. And so since the launch of the strategy we have built in Canada, what is a very robust interconnected, dynamic AI ecosystem all across the country and really centred at our three AI institutes. At the heart of what we do is research, research and training. And in each of the AI institutes we're very fortunate to have very large clusters of top researchers that we have recruited and retained to Canada through a programme called the Canada CIFAR chairs programme. This is now more than 130 researchers all across the country, not just in the three cities where the AI institutes are, but actually from coast to coast.

And at CIFAR, we have we bring them together in a community of research and we support their work, their training of students and their application of AI out of the lab and into questions that matter. And so our AI institutes are really at the heart of what we do in AI and Canada. They each really respond to their respective AI ecosystems, they work closely with their provinces, with their industry partners. But they also worked to think about AI adoption and deployment all across the country. They have different strengths and expertise. They have different industry partnerships, but they have a lot of things in common, research and science being at the heart of what we do, but different areas of research.

So for instance, AMII is one of the world's leading research clusters in reinforcement learning. They work on other areas like natural language processing, robotics, privacy, Mila has got amazing expertise in natural language processing on responsible AI on the opportunities and impact of AI on the environment and climate change as well, and the Vector Institute very closely focused on applications of AI in all kinds of different sectors across the country.

All three institutes are working on AI for health, with a deep commitment in everything we do in Canada on fair and responsible AI. So each of the institutes partner with their local universities and also universities far and wide, and they have very, very wide-ranging partnerships with industry partners, both startup companies, small and medium sized enterprises and especially Canada's large country companies across many, many different sectors. And so the AI institutes really helped to create a robust, interconnected dynamic AI ecosystem all across the country, in just eight years of the Pan Canadian AI strategy, we've actually seen some pretty significant impacts. Our research community is one of the best in the world, third only to a few other leaders like Google and Stanford in the impact of the research that's coming out of our labs.

We're sixth worldwide under Stanford Global AI vibrancy ranking in AI R&D. Canada is fifth in the world in the creation of high potential AI startups, with 481 new AI startups created in the last several years. And those startups, they're generating quite significant investments, nearly $3 billion in private investment last year in AI startups, 30% of investment in startups in Canada was targeted towards AI.

And so, you know, we want to build on this amazing research ecosystem that we have, the talent, the expertise of the researchers and their students, and really think about the opportunity to employ, deploy AI to questions and challenges that matter to society.

And so lots of our researchers are doing that. Here's an example. Professor Martha White. She's a Canada CIFAR AI chair at AMII and the University of Alberta, a world leading expert in the science of reinforcement learning. But lately she and her colleagues have been working with industry partners to think about deploying reinforcement learning in real world settings. So they have a new AI startup called RL Core Technologies. And they deploy reinforcement learning to manage water treatment plants. Martha and colleagues are also collaborating with NRCan to think about how to use reinforcement learning to develop and manage CO2 capturing. And so these are just some of the great industrial applications of reinforcement learning and how we can take science and deploy it in the real world. Another great example of AI in the real world is autonomous vehicles. This, of course, is an area of tremendous potential for deploying AI. If we think about how many lives can be saved, how many injuries could be prevented, how we could reduce the environmental impact of cars and trucks on the roads AI is a promising solution.

Waabi is a Toronto based startup company that is really leaning heavily on science to think about how autonomous vehicles can be deployed in the real world. And so they use computer vision science to think about building the technologies to do that. And they have built a completely AI generated simulation, a model of the world where their autonomous vehicles can be tested in a safe and efficient manner. Another great example of AI deployment in the real world is the use of generative AI. We're all using it now in our entertainment, in our jobs every day, but AI and generative AI have the potential to also help us in so many different sectors.

And so here's an example. From biotech and pharma, where a new AI startup company called Reliant AI, founded by one of our Canada CIFAR AI chairs, Mark Bellemare. It's based in Montreal and what Reliant has done is build their own large language model based on the biomedical literature. So they've taken all the data from science, from clinical trials, from regulatory approvals and built an LLM based on biology and now they offer this as a product or a service really to researchers, biotech companies, pharmaceutical companies who want to understand where their particular biological question, their molecule, their target protein, sits in the whole context of everything that we know about life sciences. And so this is a great example. Again, of taking something that is an AI approach and deploying it into a particular sector.

And so that's really the opportunity that we have now in this GovAI Grand Challenge. The opportunity to think about how do we deploy AI against real world questions, challenges, problems and barriers. And so I think the deployment of AI within government is one of those great examples, here's a quick graphic of all of the different examples, some ideas, some areas of opportunities to deploy AI within government services. You can think about it in the context of front office applications.

Think about dealing with citizens - as they're engaging with government services. You can also think about it in back-office applications. The usual stuff, HR, admin, finance IT. There's huge opportunities for deployment of AI within government to deliver and manage those services even better. If we think about addressing the core operations of government, think about how we can use AI within government R&D within the supply chain, managing procurement, managing operations of government, whether it's staff, IT, other resources. Again, there are great examples of adopting and deploying AI there and then just overall thinking about delivering better, more efficient, safer products and services for citizens, whether it's engaging with healthcare, transportation, Immigration Services, all of those things can be benefited from the adoption of AI.

And so I'm really excited about this G7 GovAI Grand Challenge and particularly about the approach that is being taken. I love the fact that the challenge is asking respondents to really think about real world problems. The challenges that are being proposed are things that really need to be solved, questions and solutions that we're seeking to be able to improve government's delivery of services. I love the fact that there's the opportunity to build multidisciplinary teams. This is what we do at CIFAR. It's really the approach that we believe deeply in and where we've seen a real positive impact and so I encourage you as you're thinking about your team to bring people together with different perspectives and expertise. I love the fact that this challenge has a dedicated stream for young people, youth and students really are the AI citizens of the future, they're the people who have a really unique perspective on AI today and how it's being deployed and can bring some really savvy insights to these challenges.

And I love the fact that this is a challenge that invites us to collaborate across the G7 and I would be so excited to see teams from multiple countries working together to really design these solutions. Because we want to design solutions that can be deployed in many jurisdictions so that more and more people will benefit from them. So this is a really, really exciting time for AI in Canada and across our G7 partners.
I think this challenge is a wonderful opportunity to think about how do we take AI from something that's theoretical, either in the laboratory or in pilot projects within the government and really think about how do we deploy it to questions and solutions that really matter for people all around the world. And so I encourage you to think about how you can part.
Partner with colleagues across the Canadian AI ecosystem and build solutions that will really benefit people all around the world. Thanks very much and best of luck.

Levene, Mark 38:52

Hi, my name is Mark Levene and I'm going to throw some questions that have come in to the Q&A. Thank you for all of those questions. There's a lot of great ones here to Dawn and Jonathan. So the first category of questions is around participation and there's a number of different questions around participation. So first, if I work for a municipal government such as the City of Toronto? Would I be considered a public servant to attend the challenge?

Macdonald, Jonathan 39:19

So if you are a public servant in any in any form, you are able to participate in the challenge, and if you are a public servant for the Federal Canadian Public Service, then you are not eligible for funding. You can participate, but you're not eligible for funding.
If you are outside of the Federal Canadian Public Service umbrella and are still public servant, then you can apply and be eligible for funding.

Levene, Mark 39:49

Great. Thanks. One of my team members is from the United States and the rest are from Canada. Is this acceptable?

Hall, Dawn 39:56

Yes, absolutely. That's acceptable. We want to make sure that people can work together from across the G7 countries and the EU, so feel free to put together teams from different countries.

Levene, Mark 40:12

Can you elaborate about attending as a team? Will you assign to a team anybody registering individually?

Macdonald, Jonathan 40:21

So teams or individuals can register if you are an individual and want to be part of a team, then you can go through the Discord, the Discord server to solicit some participation on other teams, or look for teams that are that are that are recruiting. Otherwise, there is no requirement to be part of a team, registering as an individual is perfectly acceptable.

Levene, Mark 40:47

A couple of rapid fire ones. Is there an upper limit of four group members?

Hall, Dawn 40:52

Yes, maximum 4.

Levene, Mark 40:55

And can Not-for-Profits apply?

Macdonald, Jonathan 40:59

Yes, the competition is open to all natures of organisations, with the funding exceptions that I've noted earlier. For profits, non for profits are more than more than eligible to apply just in all situations, you want to ensure that you are adhering to internal policies regarding conflict of interest. You want to make sure that you have the appropriate the appropriate permissions, and that there isn't. You know, any issues concerning confidential data or things of that nature.
Dawn, is there anything you want?

Hall, Dawn 41:38

Nope. I think that that's good. Thank you.

Levene, Mark 41:42

OK. And then one more question, this one's a little longer around participation. My question is about the funding. Public servants in Canada cannot get the funding for this challenge, but are we allowed to use tools and devices from our regular jobs and working hours? With a mixed group are we automatically outside of the funding to develop the prototypes?

Hall, Dawn 42:03

Hey, great question. So in terms of a mixed group, the primary contact for your, your team, the country of residence for the primary contact is where you'll be applying from and the funding category you'll be within. In terms of a Government of Canada employee, so again it's somebody that works for the Government of Canada, you'd have to work outside of regular hours and you can't use work devices or tools. So you'd be participating as a individual, a private individual. So if you have a Canadian public servant in your group, the group is still eligible for funding so long as the Canadian public servant is not the team lead and the Canadian public servant the federal public servant for the Government of Canada cannot receive the funding.
So the group is eligible, but the person on the team from the Government of Canada is not able to receive funding and cannot be the lead participant in that case. Jonathan was that clear?

Macdonald, Jonathan 43:17

It was clear to me. Yeah, absolutely. I think the in summary, it is just the Canadian federal public servant is just cannot, it cannot accept any funding and so they shouldn't be the team representative if the team wants to be eligible for funding.

Hall, Dawn 43:36

Great. And the only other thing I'll add is that there is a very small group of people that 80 plus people that we worked with from a number of federal, provincial and municipal governments to come up with the problem statements. And because they were so deeply involved in this at the very beginning, they are not eligible to participate.

Levene, Mark 43:55

Great. One more question around participation. Are international students in Canada eligible to participate?

Macdonald, Jonathan 44:06

Yes, they are eligible to participate. The youth categories, again, it is determined on the age that you turn in 2025 and the youth categories aren't by country. It's just it is they're grouped by age and so it doesn't matter what G7 or EU jurisdiction. You're from all of the youth categories get combined together as part in in the in the assessment process.

Hall, Dawn 44:36

I'll just add to that that you would need to be a legal resident of a G7 or an EU country as opposed to if you were an international student from somewhere else. And if you were not a legal resident in Canada at the time. So you'll need to to figure that out for your own circumstances.

Levene, Mark 44:55

Great. Thanks. So let's move on to a different kind of theme and this is around submissions. So first, just to confirm the video required is less than 5 minutes. So 2 minutes would be acceptable?

Hall, Dawn 45:08

Yes.

Levene, Mark 45:12

Another question, does our solution require a working proof of concept?

Macdonald, Jonathan 45:19

So the solutions you want to have them as far advanced as you can make them within the time period these are going to be judged and there needs to be enough evidence that they work.
That needs to be portrayed in the submissions, both written and the video, so I would suggest that a working a working model would be would be, would be preferred.

Levene, Mark 45:50

Great. Here's a good one. What if our solution targets two or more of the target problems simultaneously? Do we get extra points?

Hall, Dawn 46:00

No, you don't get extra points and what we've been asking is that you apply to the problem statement that your solution best addresses. So if you think that it would address multiple, you would likely want to submit for multiple of the problem statements or pick one and submit for that one in particular.

Levene, Mark 46:26

Great. Will there be any live presentations before the winners are chosen? Or are the presentations to present the chosen solutions?

Macdonald, Jonathan 46:37

So the presentations are to showcase the selected solutions after the after the judging has occurred.

Levene, Mark 46:49

OK. And then one more slightly process related question. What is the last time for registering? I'm still trying to confirm a team member.

Hall, Dawn 46:57

So essentially, from now until December 1st, so two weeks today at 3:00 PM, you can get your team members together. There is no advance registration. It's just the application form on the portal where you would list your team members. So you have until you know the very last minute to be able to put everybody on board for your team, but obviously you probably want to do it before that.

Levene, Mark 47:27

Great. And then one last question on a slightly different tact. So would data be used for the AI challenge? Will it be provided by the event hosts or are we using our own data?

Macdonald, Jonathan 47:40

So in the through the portal on the website, you'll see there's going to be a list of resources. We do have some open data sets that we have identified for use in this challenge. Yeah, so I think those should be the data sets targeted. Again, we've ensured that they are open and available to be used for this purpose. Dawn, are there any restrictions if there was a bring-your-own-data approach?

Hall, Dawn 48:13

Yeah. We expect people are probably going to bring their own data as well, especially if they can think of the specific solution. However, we want to make sure that you are considering data protection and confidentiality and people's privacy. So ideally you will be using data that meets those that meets those criteria or if you are using data that isn't open, data that you have to data protection practises in place to make sure that you are doing so responsibly and that is one of our very first assessments in the pre screening.

Levene, Mark 48:55

Great. I think we have time for a couple more. The chat is really filling up with questions. So first, can a person be in two teams with different solutions?

Macdonald, Jonathan 49:07

Great question. I'm not sure if if we had opined on that yet, I guess we can, I would suggest we don't have any rules against that. So I would suggest that, yeah, yeah, you could participate in more than one team on providing more than one solution in more than one in more than one of the rapid solution labs, Dawn, what do you think?

Hall, Dawn 49:32

Yeah, I agree. We haven't, this isn't something we've considered, but I think that I completely align with what you said. Nothing prevents people from being part of multiple teams and part of multiple problem statements.

Levene, Mark 49:47

OK. On the age restricted categories, eligibility for age groups is determined by the oldest team member. What if our team member ages over 30, are we still eligible to participate?

Hall, Dawn 50:01

If the person is going to be 30 or older this calendar year in 2025, they would, your whole team would not be eligible for the age category.

Levene, Mark 50:13

OK. And then then another age category related question, does a university student need to be enrolled full time or are part-time students eligible to participate?

Macdonald, Jonathan 50:25

So in age, the age category isn't dependent on your enrollment as a student in any way, shape or form. It is just we've, we've we, we've sort of removed that from the from the criteria. So it is just two different age brackets that we discussed earlier, regardless of your enrollment in in any in any schooling.

Levene, Mark 50:49

Great. So earlier we asked if nonprofit people were able to apply can for-profit organisations and people apply.

Hall, Dawn 50:59

Yes, individuals from for-profit companies can apply. Similar to non-profit, you need to make sure that you have the appropriate permissions and licencing for whatever you're working on, that your company is supportive of this your organisation.
And that you're following any of your companies or institutions policies regarding conflict of interest and confidentiality. And so it's really important as well that you're not sharing, you know, confidential information or intellectual property, anything like that, that you wouldn't want to be seen by many other people. So no, no issues if you're from a for-profit organisation.

Levene, Mark 51:48

Great. I'm going to go to one last question right at the end and just a reminder that we've all of the information we've presented here is available. The links are posted in the Q&A section right at the top. And so you can go back to those anytime. And of course, we're doing a couple of more sessions during the challenge to address your questions. And we do have a generic inbox that you could submit your questions to as well. And so last question is can the slide and the recording be shared?

Macdonald, Jonathan 52:16

Absolutely, they can definitely be shared. We weren't anticipating to post the to post the event. However, upon request, if you send a send an e-mail to the to the generic inbox the address has been provided in the Q&A we we're happy to get you a copy of materials.

Levene, Mark 52:37

And we will have the recording up live later this week as well. OK. That's it for questions. We got a ton. Thank you very much. Those were great questions and back over to Jonathan and Dawn.

Macdonald, Jonathan 52:51

Super, so agreed. Thank you. That was a great question round and I hope it provided some measure of clarity and I hope the earlier session has sufficiently inspired you to participate. And I guess I'm going to wrap it up with a with a, with a few remarks.

To say that the problems that we've outlined today are real, they affect millions of people every day, public servants trying to serve better, citizens trying to navigate bureaucratic systems, communities planning for the future. These challenges are not abstract, they're human. And that's why your ideas matter.

Innovation doesn't always start with, you know, a billion-dollar lab or a massive team. It starts with interested participants in in sessions like this who are curious. It starts with the question what if? For example, what if we could make government as easy to navigate as your favourite app? Or if we could predict needs before they become crises? Or what if we could make every interaction with government feel like it was designed for you? That's the spirit that we're trying to bring through these rapid solution labs, we wanted to push boundaries. We want to be bold.

We don't just want to think about what's possible. I've been hearing a tonne about moon shots lately. Start there. Think about what's transformative, because the truth is the next big idea in any global these of the global governments represented here in this challenge might come from you.

So with that, please, I encourage you join the Discord server, read the participant guide, start sketching out your idea and most importantly believe that your solution and your idea can make a difference, because it certainly can. I really want to thank you for being here and I am very excited to see what you can do with this challenge. Thank you so much.

Burt, Stephen 00:17

Dezember um 15:00 Uhr Eastern Time.

Außerdem: Haben Sie KI-Prinzipien in Ihrer Entwicklung berücksichtigt?

Strome, Elissa (via Kinsman, Alison) 27:21

Hallo zusammen.

Also wären 2 Minuten akzeptabel?

Hall, Dawn 45:08

Ja.

Levene, Mark 45:12

Dawn, was denkst du?

Hall, Dawn 49:32

Fangt dort an.

Oggi passeremo in rassegna tutti i dettagli e spiegheremo come potete ottenere supporto durante l'evento.

E li stiamo passando a voi.

Probabilmente sei interessato a sapere come fare domanda.

Strome, Elissa (via Kinsman, Alison) 27:21

Ciao a tutti.

Levene, Mark 40:12

Puoi spiegare meglio cosa significa partecipare come team?

Macdonald, Jonathan 40:21

Inoltre, bisogna evitare problemi legati a dati riservati o simili.

C'è qualcos'altro che vuoi aggiungere, Dawn?

Hall, Dawn 41:38

No, penso che vada bene. Grazie.

Levene, Mark 41:42

Ok.

Macdonald, Jonathan 43:17

Per me è chiaro, sì.

Riceviamo punti extra?

Hall, Dawn 46:00

No, non ricevi punti extra.

Levene, Mark 51:48

Ottimo. Vado all'ultima domanda, proprio alla fine. Potete tornarci in qualsiasi momento.

Grazie mille, erano domande molto interessanti. Ora passo la parola a Jonathan e Dawn.

Macdonald, Jonathan 52:51

Perfetto, quindi siamo d'accordo. Grazie.

Hall, Dawn 13:50

Macdonald, Jonathan 19:58

Hall, Dawn 22:00

これは「Ask Me Anything(何でも質問してください)」セッションです。

Strome, Elissa (via Kinsman, Alison) 27:21

Levene, Mark 38:52

Macdonald, Jonathan 39:19

Levene, Mark 39:49

Hall, Dawn 39:56

Levene, Mark 40:12

Macdonald, Jonathan 40:21

Levene, Mark 40:47

Hall, Dawn 40:52

Levene, Mark 40:55

Macdonald, Jonathan 40:59

Hall, Dawn 41:38

Levene, Mark 41:42

Hall, Dawn 42:03

Macdonald, Jonathan 43:17

Hall, Dawn 43:36

Levene, Mark 44:55

Macdonald, Jonathan 44:06

Hall, Dawn 44:36

Levene, Mark 44:55

Hall, Dawn 45:08
はい。

Levene, Mark 45:12

Macdonald, Jonathan 45:19

Levene, Mark 45:50

Hall, Dawn 46:00

Levene, Mark 46:26

Macdonald, Jonathan 46:37

Levene, Mark 46:49

Hall, Dawn 46:57

Levene, Mark 47:27

Macdonald, Jonathan 47:40

Hall, Dawn 48:13

Levene, Mark 48:55

Macdonald, Jonathan 49:07

Hall, Dawn 49:32

Levene, Mark 49:47

Hall, Dawn 50:01

Levene, Mark 50:13

Macdonald, Jonathan 50:25

Levene, Mark 50:49

Hall, Dawn 50:59

Levene, Mark 51:48

Macdonald, Jonathan 52:16

Levene, Mark 52:37

Macdonald, Jonathan 52:51
